Why is important in today climate?

The notions of drug use and certainly of drug addiction were virtually non-existent for the communist policy makers or even if they were present, due to an atmosphere of secrecy surrounding the topic, they had very low status. Responding with violence is a position of weakness.
That’s why the current “drug policy” should fail.
